Xero subscriber vs user and the catch in who can pay

Xero subscriber vs invited user roles and subscription control

In Xero, the subscriber is the single person who pays for the subscription and controls it. Users are people the subscriber invites in. Even the advisor role โ€” Xero’s highest โ€” cannot change the pricing plan or payment details unless they are the subscriber. Adding users costs nothing; only payroll charges per person, at $6 per employee monthly (xero.com, 4 September 2026).

The two roles Xero actually recognises

Xero’s terms of use split account holders into two roles, and only one of them can spend money.

Xero subscriber and invited user roles explained
A Xero subscriber controls the subscription, while an invited user receives access to the organization.

What Xero means by “subscriber”

Creating a subscription and accepting the terms makes you the subscriber โ€” the person Xero’s terms of use name as responsible for paying for it. The terms refer to the subscriber in the singular throughout.

What Xero means by “invited user”

An invited user is anyone other than the subscriber brought into the subscription. Their right to use Xero lasts only while the subscriber keeps paying.

Which one you are

If you did not enter the card details, you are almost certainly an invited user. Role names describe access, not ownership. These definitions are global; every dollar figure below is US-edition.

What only the subscriber can do

Only the subscriber can reach Xero’s billing account, and no user role substitutes for it.

How to check whether you are the subscriber

Xero documents the check as: organisation name, then My Xero, then the Billing accounts tab. A message saying you have no billing accounts means you are not the subscriber.

What happens if the subscriber stops paying

Xero’s terms allow suspension seven days after fees fall due and termination at fourteen. Every invited user loses access at the same moment.

โœ… Do This: Run the billing-accounts check before you need it. Finding out you are not the subscriber during a failed payment is the expensive version.

What adding users actually costs

Nothing. Xero lists no per-user licence fee on any of its three US plans, so headcount does not move the subscription price.

๐Ÿ” Why It Works This Way: Xero prices per organization, not per seat. A five-person business pays the same as a sole trader on the same plan, which is why the subscriber is a billing role rather than a seat count.

The two places headcount does cost money

Payroll is the exception, and it is priced per person.

Xero subscriber user costs compared with payroll and add-on charges
Xero does not have a standard per-user licence fee on its US plans, while certain payroll and add-on situations can create additional costs.

๐Ÿ’ต Verified: Xero Payroll, powered by Gusto, is $36 a month plus $6 per employee or contractor, optional on Early, Growing and Established โ€” Xero’s US pricing page, retrieved 4 September 2026.

The second is add-on seats in regions where expenses or projects are billed per user; that does not apply to the US edition. Invoice and bill caps are a separate constraint entirely โ€” what each plan caps covers those.

When your accountant is the subscriber

Many small businesses never hold their own subscription, because the advisor who set Xero up became the subscriber instead.

What your advisor agreed to as a Xero partner

Xero’s partner code of conduct, last updated 29 July 2024, says partners should seek written acknowledgement from the client about who will be the subscriber. It also states that limiting or denying platform access is not an acceptable way to recover fees, and that partners must not hinder a client’s ability to keep operating even while a dispute is unresolved.

What Xero can direct them to do

On breach, Xero may direct the partner to give the client read-only access. The partner agreement adds that a partner’s billing account must be paid by the partner or their business, not by an individual client.

โš ๏ธ This Costs You: Xero’s leverage is over the partner’s programme benefits, points, status and discounts โ€” not over the subscription itself. Clause 6.1 says Xero may be unable to act at all without a court order or mutual agreement.

This describes Xero’s platform rules, not your legal position. A fee dispute with an accountant is a matter for professional advice.

How to change who pays for your Xero

You do not have to cancel and rebuild. The subscription can be transferred, and Xero’s terms give the subscriber that right explicitly.

What a transfer moves

It moves the payment obligation. It does not move, copy or delete your data โ€” the organization stays where it is and the transfer takes effect from its effective date. Xero’s partner code of conduct requires partners to cooperate with clients moving to a new advisor, including by transferring the subscription.

When a Xero subscription is transferred, billing responsibility changes while the organization and its data remain in place.

What we could not verify

Xero documents the transfer steps on Xero Central, which renders client-side and returned no readable text to us on 4 September 2026. We are not publishing click-by-click steps we could not open the source for. Start from Subscriptions and billings inside your Xero account, which is where Xero’s own FAQ directs subscribers, and follow the transfer request from there.

When leaving it alone is the better call

If your advisor pays, manages renewals and gives you the access you need, transferring buys you a bill and nothing else. Take it over when you want control, not on principle.

๐Ÿ›Ÿ Back This Up First: If you are considering cancelling rather than transferring, export your data first. A cancelled organization is archived, and a cancelled trial cannot be reactivated at all. Cancellation also needs a month’s notice โ€” the notice period explained covers what that costs.

The discount tied to your subscriber email is ending

If you run more than one organization under one subscriber email address, the discount that arrangement earns you is being withdrawn from 1 October 2026.

Two Xero pages disagree about this today. Xero’s FAQ page states the multi-organization discount is applied automatically where organizations share the same subscriber email address. Its pricing update page states that from 1 October 2026 the discount begins to be phased out and will no longer be applied to eligible subscriptions. Both were retrieved on 4 September 2026.

โš ๏ธ This Costs You: Xero does not publish the multi-organization discount rate on either page, so we cannot tell you the amount you lose. Check your current invoice for the discount line before 1 October 2026 โ€” after that date it stops being a thing you can look up.

Plan prices rise on the same date; what the October increase costs has the figures, and the full cost picture sets them against exit costs. Sources: Xero’s published price change and Xero’s FAQ on multi-organization discounts.

๐Ÿงพ Not Tested: We do not hold a Xero subscriber-level account, so nothing here was observed inside the product. The billing-accounts check and the transfer flow are described from Xero’s documentation, not from our own screens, and Xero Central’s article pages could not be opened directly on 4 September 2026.

Frequently asked questions

1. Does Xero charge per user?

No. Xero lists no per-user licence fee on any US plan, so adding users does not change the subscription price.

2. Can an advisor change my Xero pricing plan?

No. Advisors have full data access, but cannot change the pricing plan or payment details unless they are also the subscriber.

3. How do I find out who the Xero subscriber is?

Open your organisation name, then My Xero, then the Billing accounts tab. No billing account means you are not the subscriber.

4. Can a Xero organization have two subscribers?

Xero’s terms refer to the subscriber in the singular. Billing control sits with one person, not a group.

5. What happens to users if the Xero subscriber stops paying?

Xero may suspend after seven days and terminate at fourteen. Every invited user loses access at that point.

6. Can my accountant lock me out of Xero over unpaid fees?

Xero’s partner code of conduct says withholding access is not an acceptable fee-recovery strategy, and Xero may direct read-only access.

7. How do I transfer a Xero subscription?

Start from Subscriptions and billings in your Xero account. The payment obligation moves; your organization and its data do not.

8.Does transferring a Xero subscription move my data?

No. Only responsibility for payment changes. The organization, its records and its users stay exactly where they are.

9. Can I share the Xero subscriber login instead?

No. Xero’s terms prohibit letting another person use your login, and with no per-user fee there is nothing to save.

What to do with this

Check whether you hold the billing account before you need to. If you do not, decide deliberately whether that is the right arrangement rather than discovering it during a failed payment or a change of accountant. If you run several organizations on one subscriber email, look at your September invoice while the discount is still on it.
